Origin and Development of Instruments

  • The tools were developed by elaborating principles and indicators from the UNESCO documentation on Learning Cities – UNESCO’s inspiring tool is mainly the framework on the main characteristics of the Learning City.
  • Inclusion of the evaluation questionnaire of the University of Trieste – Department of Human Sciences – the questionnaire had been developed by the Department of Human Sciences of the University of Trieste on the occasion of the 2019 pilot project, in order to investigate the sensitivity of the citizenship regarding the topic of Learning Cities.
  • Use of the main Learning City criteria developed by the Multidisciplinary Centre of Modi’in Maccabim Re’ut – the criteria developed by the Multidisciplinary Centre allow for a context-related approach to the analysis and a muldisciplinary projection to the Learning City concept.

Function and Complementarity of Instruments

  • The tools are complementary to the UNESCO data collection for the Learning City nomination.
  • They provide support to local administrators in the analysis of the state of the art and lifelong learning policies.

Structure of Evaluation Tools

  • Standard structure based on 6 dimensions.
  • 12 indicators in total, with 2 indicators for each dimension.
  • 36 proxies, i.e. 3 for each indicator.
    • Objective:create an elastic and efficient structure to evaluate different aspects of the project, including the evaluation of Learning Cities and good practices.

Dimensions, indicators and proxies for the project Start Learning Cities UP

  • Dimension: The latent and underlying capital interacts and contributes to defining the nature and structure of an essential dimension of the community under analysis.
  • Indicator: Indicators are variables that give an operational representation to community characteristics (i.e., indicators are grouped by relative dimensions).
  • Proxy: Proxies are indirect sources of data that contribute to the evaluation of an indicator (i.e., proxies are grouped by relevant indicators).
